- Objective : To make legal services available to all people of our country especially to the rural and marginalized people.
- The “TELE-LAW” scheme will be jointly executed by the National Legal Services Authority (Ministry of Law and Justice) and the CSC-e-Governance Services Limited (Ministry of Electronics and Information Technology)
- Common Service Centres (CSCs) were set up by the Ministry of Electronics and Information Technology, as a part of Digital India programme. They are run by Village Level Entrepreneurs in every panchayat to provide electronic services to the rural public.
- A portal called ‘Tele-Law’ will be launched, across the Common Service Centre (CSC) network, by which people can get legal advice from lawyers through video conferencing.
- The Expert Panel of Lawyers will be provided by the National Legal Services Authority who will guide the public through video conferencing, from the State capitals.
- Every Common Service Centre will have a Para Legal Volunteer (PLV) for ten days in a month, who will help the rural people in understanding the legal issues.
- The Volunteer maintains a record of all legal cases and submits them in a weekly basis to the District Legal Services Authority.
- In order to boost the participation of women, One thousand women PLVs will be trained to assist the public.
- Voluntary service providers, NGOs working on legal empowerment and other legal authorities can also be contacted through CSCs.
- The scheme is to be initially implemented in 500 Common Service Centres (CSC) each in Uttar Pradesh & Bihar as a model (total of 1000 CSCs), prior to its full-fledged implementation all over India.
- This scheme comes as a continuation to the Access to Justice Project for Marginalized Persons which is being implemented by Department of Justice and United Nation Development Programme (UNDP).
